Mandatory Reporting Laws - The Pennsylvania law that covers mandatory reporting is 23 Pa. C.S. section 6311 the child protective services law.  Rev. Dr. Steve Getty gave us a wonderful synopsis of this law.  The 2 summary paragraphs say: If a clergy person comes into contact with a child while in the context of his/her employment and has a reasonable suspicion that the child is being abused, s/he has to report.  This would include a scenario where the clergyperson sees a child in the context of his/her employment and suspects that a fellow clergyperson or a parent may be the abuser.  The only circumstance in which the clergyperson would NOT be obligated to report would be if the abuser seeks a clergyperson individually in the context of confession/seeking God's forgiveness or confesses to the act of abuse or if the abused child, wrongly believing s/he is at fault, in the context of confession, discloses that s/he is being abused.  Call the office (717.392.4035) for full text.
